Bridging Europe's Innovation Finance Gap: New strategic approaches to strengthen growth financing of technology-intensive startups

Europe has world-class research and a thriving startup ecosystem, but when it comes to growth financing, we are still lagging. Compared to the US, European startups struggle to secure large venture capital (VC) rounds, particularly in later stages. This financing gap pushes our most promising companies to relocate abroad or be acquired too early by non-European investors.
Both the Draghi Report and the Letta Report identify the lack of a fully developed Capital Markets Union (CMU) as a major barrier. Without a CMU, asset managers cannot efficiently mobilise savings and pension funds across Europe to support high-risk, high-growth businesses.
The consequence? A fragmented market where only 30% of VC investments come from institutional investors—compared to 70% in the US.
What’s being done?
At both EU and national levels, new initiatives are emerging:
✅ EU-Level Financial Instruments – COSME, INVEST EU, and Cohesion Policy programs are increasingly leveraging EU funding to support innovation through Financial Instruments (FIs).
✅ Germany’s Future Fund (€10B) – Investing in DeepTech & Climate startups with patient capital.
✅ France’s Plan France 2030 (€30B) – Funding deep tech, climate solutions, and digital innovation.
✅ Invest-NL (Netherlands) – Scaling up private-public funding for tech and sustainability.
What must happen next?
We need systemic change to close Europe’s innovation funding gap:
📌 Fully Implement the Capital Markets Union (CMU) – Unlock billions in private capital and create a true European venture ecosystem.
📌 Fund-of-Funds Strategy – A European VC Fund-of-Funds could attract international institutional investors and scale financing for high-growth companies.
📌 Public-Private Co-Investment Vehicles – Expanding pari passu co-investment mechanisms to share risks and attract private capital.
📌 Shift Public Funding to Later-Stage Growth – Moving from early-stage to scaling-focused investments can better support high-tech European startups.
📌 Regulatory & Fiscal Reforms – Simplifying cross-border investment rules and incentivising pension funds to invest in VC.

The final conference of the Intelligent Cities Challenge project was a major success! 🏙️
On March 5-6 2025, over 250 city and business leaders from the #ICC came together in Brussels for a transformative two-day event, which has showcased the power of Local Green Deals (LGDs) in driving sustainable urban development! 🌱
Key highlights included:
✅ Insightful sessions on progress and outcomes, complemented by an exhibition featuring innovative LGDs.
✅ An exclusive Mayors–Business Forum fostering dialogue on boosting #cleantech in Europe, culminating in the announcement of LGD awards to several ICC cities.
The event underscored the 🇪🇺 EU's commitment to partnering with cities to achieve the Green Deal objectives, highlighting successful case studies, addressing challenges, and exploring strategies for scaling LGDs.
This collaboration between cities and the private sector is pivotal in shaping a sustainable and competitive future for all.
