    Créé en 1948, le SGCI était alors chargé de préparer les décisions du Gouvernement français dans le cadre de la reconstruction économique de l'Europe au lendemain de la seconde guerre mondiale.

    Son rôle s'est ensuite adapté et renforcé à chaque étape de l'intégration européenne avec pour missions principales l'élaboration des positions de la France sur les questions communautaires et la coordination des liaisons entre les autorités administratives et gouvernementales françaises et les institutions européennes.

    Le SGCI est devenu le SGAE le 18 octobre 2005.

    Administration de mission placée sous l'autorité directe du Premier ministre, le SGAE couvre ainsi l'ensemble des domaines définis par le traité sur l'Union, à l'exception de la politique étrangère et de sécurité commune (PESC) qui reste de la seule compétence du ministère des Affaires étrangères, pour autant que cette politique ne fasse pas appel à des instruments communautaires.

    Le SGAE est également compétent pour les questions traitées dans le cadre de l'Organisation de coopération et de développement économiques (OCDE) et, depuis quelques années, du Codex alimentarius ; il en va de même pour les questions traitées dans le cadre d'autres institutions ou organisations internationales, lorsqu'elles relèvent de la compétence communautaire et font, à ce titre, l'objet d'une coordination communautaire (Organisation mondiale du commerce -OMC- , Cnuced, etc.).
