L'Agence d'Urbanisme de Brest-Bretagne a été créée en 1974, à l'initiative de la Communauté Urbaine de Brest et en partenariat avec les services de l'Etat. L'Agence, alors appelée AUCUBE (Agence d'urbanisme de la Communauté Urbaine de Brest et de son Environnement) va accompagner la montée en charge d'une intercommunalité très anticipatrice du mouvement de regroupement qui ne se généralisera à l'échelle française que 20 ans plus tard. Dès les années 90, l'Agence, au travers notamment de ses analyses sur la mobilité et les transports, élargit le périmètre de ses observations à la véritable aire de vie des brestois, c'est-à-dire le Pays de Brest. Elle change de nom et devient l’ADEUPa, agence d’urbanisme du pays de Brest en 1996. Depuis 2002, le partenariat s’est élargi progressivement avec l’adhésion des six communautés de communes du Pays de Brest, du Pôle Métropolitain du Pays de Brest, de Morlaix Communauté, de Lannion Trégor communauté, du Conseil départemental et du Conseil régional. Tous les membres de l’agence sont des institutions de droit public.
L'ADEUPa est avant tout un outil d'aide à la décision des élus. Pour jouer ce rôle, l'Agence exerce six missions essentielles :
