Lancée en 2005 en tant qu'action principale du programme eLearning de la Commission européenne, eTwinning fait partie intégrante depuis 2014 d'Erasmus+, le programme européen pour l'éducation, la formation, la jeunesse et le sport. eTwinning est opérée au niveau européen par European Schoolnet, au niveau national par 36 Bureaux d’assistance nationaux et 8 "Partner Support Agencies" des pays eTwinning Plus.
