New Cabinet unveiled
First Minister Humza Yousaf has unveiled his Cabinet team with five members aged under 40 and, for the first time ever, a majority of women. In a Cabinet of ten that sees the Economy established as a portfolio in its own right:
 
·      Shona Robison, the new Deputy First Minister, will take on the Finance portfolio, including responsibility for the Scottish Budget
·      Michael Matheson becomes the Cabinet Secretary for NHS Recovery, Health and Social Care
·      Jenny Gilruth joins Cabinet for the first time as Cabinet Secretary for Education and Skills
·      Màiri McAllan joins Cabinet for the first time as Cabinet Secretary for Net Zero and Just Transition
·      Neil Gray joins Cabinet for the first time as Cabinet Secretary for Wellbeing Economy, Fair Work and Energy
·      Mairi Gougeon remains Cabinet Secretary for Rural Affairs, Land Reform and Islands
·      Angus Robertson remains Cabinet Secretary for Constitution, External Affairs and Culture
·      Shirley-Anne Somerville becomes Cabinet Secretary for Social Justice
·      Angela Constance returns to Cabinet as the new Cabinet Secretary for Justice and Home Affairs

Procurement Policy Note 01/17: Update to Transparency Principles
 
The Cabinet Office has published updated guidance on the transparency of suppliers and government to the public. The PPN:
 
-     reiterates the existing presumption in favour of disclosing information, with exemptions following the provisions of the Freedom of Information Act in areas like national security or commercial confidentiality. The presumption in favour of disclosure should apply to the vast majority of commercial information about government contracts, with commercial confidentiality being the exception rather than the rule (and examples are given). Suppliers and government will discuss what categories of information may be exempted;
 
-     sets out the need for procuring organisations to explain transparency requirements to potential suppliers as early as possible in the procurement process, and to set out clearly in tender documentation the types of information to be disclosed on contract award and thereafter. Contractual requirements will stipulate how the need for transparency will be met. This will include defining information that will be released to the public, covering contract prices and any incentivisation mechanisms in the contract; performance metrics; plans for management of underperformance; governance arrangements, including those for supply chains where significant contract value rests with subcontractors; resource plans; service improvement plans; and frequency of information release;
 
-     explains procedures for releasing information proactively and on request (including the obligations of suppliers); and
 
-     sets out provisions on audit.
