On July 1, 2011, Bill 130 came into force, which, among other things, restructured the three Quebec subsidy funds. Le 1er juillet 2011 entrait en vigueur la Loi 130 qui venait, entre autres, restructurer les trois Fonds subventionnaires du Québec. Cette refonte vise principalement à établir une direction forte en matière de soutien et de promotion de la recherche québécoise, et ainsi de mieux positionner le Québec sur la carte de la science dans le monde, à favoriser et accroître les synergies et les partenariats entre les différents secteurs de recherche et enfin, à donner une visibilité accrue, ici comme ailleurs, à la recherche publique par le biais d’une bannière commune.
Désormais regroupés sous l’appellation « Fonds de recherche du Québec », les trois Fonds – Nature et technologies, Santé, Société et culture – conservent cependant leur mission qui est de promouvoir et de soutenir financièrement la recherche, la mobilisation des connaissances et la formation des chercheurs au Québec et d’établir les partenariats nécessaires à l’accomplissement de leur mission. La Loi amène trois principaux changements dans la structure des Fonds : l’intégration des services administratifs des trois Fonds, la création des postes de directeur scientifique et la création du poste de scientifique en chef. Cette fonction hautement stratégique est assumée par Rémi Quirion, qui a connu une riche carrière en recherche.
