De Provincie Limburg vormt de schakel tussen de Limburgse gemeenten en het Rijk en wordt daarom het middenbestuur genoemd. Het provinciebestuur bestaat uit Provinciale Staten, Gedeputeerde Staten en de Commissaris van de Koning. Het bestuur wordt ondersteund door de ambtenaren. Zij bereiden de plannen voor en voeren de besluiten van het bestuur uit. Aan het hoofd van de provinciale organisatie staat een provinciesecretaris/algemeen directeur.
