Le Conseil Scientifique Capitale Verte & Transition est une instance scientifique indépendante mandatée conjointement par la Grenoble Alpes Métropole et la Ville de Grenoble pour l'accompagnement scientifique de la programmation, et l’évaluation de la labellisation « European Green Capital » (Capital Verte Européenne) délivrée par la Commission Européenne au territoire grenoblois, pour l’année 2022 et 2023. L’Université Grenoble Alpes apporte un soutien en termes d’expertise et de supports au fonctionnement. Le label « European Green Capital » est décerné aux villes ayant des politiques environnementales ambitieuses tant d’un point de vue des résultats des politiques antérieures que des objectifs à plus long terme. Le territoire grenoblois, 13ème lauréat, est le premier territoire à avoir été sélectionné à l’issue de sa première candidature (hormis Stockholm, premier lauréat du titre en 2010) car il a su mettre en avant résultats et ambitions notamment sur les thèmes de l’atténuation et l’adaptation au changement climatique, utilisation durable des sols, nature et biodiversité, qualité de l’air, bruit, eau, énergie, déchets, mobilité urbaine. Le jury a retenu Grenoble sur la base de ses ambitions pour 2022, reposant sur la dimension systémique des transitions et le rôle de la science, des citoyens et de la culture comme enjeux prioritaires pour son année Capitale verte. Sur le plus long terme, le Conseil Scientifique accompagne également le territoire et la Métropole en qualité de conseil scientifique pour l’accompagnement et le suivi de la mise en œuvre du Plan Climat, Air, Energie (2020 – 2030) Le Conseil est placé sous la présidence de Magali Talandier, professeure des universités à l’Université Grenoble Alpes et regroupe plus de 35 chercheurs du site grenoblois reconnus par leurs pairs pour leur expertise scientifique sur les transitions environnementales dans le contexte grenoblois.
