Established by Law no. 481 of 1995, ARERA is an independent administrative authority that works to ensure the promotion of competition and efficiency in public utility services and protect the interests of users and consumers. It carries out regulatory and control activities in the sectors of electricity, natural gas, district heating, water services and the waste cycle. These functions are carried out by harmonizing the economic and financial objectives of the entities operating the services with the general objectives of a social nature, environmental protection and efficient use of resources. In addition to this, it carries out consultative and reporting activities to the Government in matters of competence also for the purposes of defining, transposing and implementing Community legislation.
The Authority operates in full autonomy and with independence of judgment within the framework of the general policy guidelines formulated by the Government and Parliament and of European Union regulations. In this perspective, the resources for its operation do not come from the State budget but from a contribution on the revenues of the regulated operators.
At the international level, Arera participates in the work of the Agency for the Coordination of Energy Regulators (ACER) and is a founding member of the Council of European Energy Regulators (CEER). It is the main promoter of the Association of Mediterranean Energy Regulators (MEDREG), of which it holds the permanent vice-presidency, and plays a leading role in the Energy Community Regulatory Board (ECRB). It also provides support to the International Confederation of Energy Regulators (ICER) and in April 2014 promoted the launch of a network for cooperation between regulators in the water sector, WAREG (European Water Regulators), of which it has been the president since 2015.

Istituita con la legge n. 481 del 1995, l’ARERA è un’autorità amministrativa indipendente che opera per garantire la promozione della concorrenza e dell’efficienza nei servizi di pubblica utilità e tutelare gli interessi di utenti e consumatori. Svolge attività di regolazione e controllo nei settori dell’energia elettrica, del gas naturale, del telecalore, dei servizi idrici e del ciclo dei rifiuti. Tali funzioni sono svolte armonizzando gli obiettivi economico-finanziari dei soggetti esercenti i servizi con gli obiettivi generali di carattere sociale, di tutela ambientale e di uso efficiente delle risorse. A questo si aggiunge l’attività consultiva e di segnalazione al Governo nelle materie di competenza anche ai fini della definizione, del recepimento e dell'attuazione della normativa comunitaria.
L’Autorità opera in piena autonomia e con indipendenza di giudizio nel quadro degli indirizzi di politica generale formulati da Governo e Parlamento e delle normative dell’Unione europea. In quest’ottica, le risorse per il suo funzionamento non provengono dal bilancio dello Stato ma da un contributo sui ricavi degli operatori regolati.
Sul piano internazionale, l’Arera partecipa ai lavori dell’Agenzia per il coordinamento dei regolatori dell’energia (ACER) ed è membro fondatore del Council of European Energy Regulators (CEER). È il principale promotore dell’Associazione dei regolatori dell’energia del Mediterraneo (MEDREG), di cui detiene la vicepresidenza permanente, e ricopre un ruolo di primo piano nell’Energy Community Regulatory Board (ECRB). Assicura un supporto anche all’International Confederation of Energy Regulators (ICER) e nell’aprile 2014 ha promosso l’avvio di un network per la cooperazione fra regolatori del settore idrico, il WAREG (European Water Regulators) di cui ha la presidenza dal 2015.
