Une équipe de points de contact nationaux (PCN) est établie, dans tous les pays bénéficiaires du Programme Horizon Europe, à la demande de la Commission européenne. En vue de soutenir les porteurs de projets d’Horizon Europe, établis en France, le Ministère de l’Enseignement supérieur et de la Recherche (MESR) déploie, pilote et anime une nouvelle équipe de PCN chargée de contribuer au plan d'action national d'amélioration de la participation française aux dispositifs européens de financement de la recherche et de l'innovation (PAPFE). Les PCN ont pour mission :
