Le secrétariat général pour la modernisation de l'action publique (SGMAP) est une administration de mission, qui a vocation à être la cheville ouvrière de la réforme de l'Etat, aux côtés des ministères et des autres institutions publiques. Rattaché au Premier Ministre, il ambitionne d’être, au sein de l’Etat, le lieu d’expertise et d’excellence en matière de transformation des politiques publiques et des administrations.
Le SGMAP est doté d’un double rôle :
• un rôle de conseil auprès du Gouvernement dans l’élaboration, la conduite et le suivi du programme global de réformes. A ce titre le SGMAP est à la fois « assemblier » de la modernisation de l'action publique (MAP), garant de sa cohérence, du respect de l’ambition fixée par le Gouvernement, de sa lisibilité et de son impact tangible pour nos concitoyens,
• un rôle de « Partenaire stratégique » vis-à-vis des administrations dans la conduite de leurs réformes, dans une posture d’animation, d’accompagnement et d’expertise dans les différents domaines de la transformation, mais aussi d’aiguillon bienveillant et dans le respect des contraintes propres à chaque administration.
Pour jouer ce double rôle, le SGMAP regroupe des métiers et des expertises uniques en matière de transformation, mobilisés au service des stratégies de transformation des politiques publiques et du fonctionnement des administration dans tous les domaines :
• écoute des usagers, des agents et des parties prenantes,
• évaluation des politiques publiques,
• identification de méthodes innovantes de conception des politiques publiques,
• administration numérique (données ouvertes, transformation du système d'information, développement des services publics numériques),
• transformation de la mise en œuvre des politiques publiques et du fonctionnement des administrations (organisation, réingénierie de processus, amélioration de la gouvernance, etc.),
• développement des capacités de transformation des cadres publics.
