L'Agence d'Urbanisme de Brest-Bretagne a été créée en 1974, à l'initiative de la Communauté Urbaine de Brest et en partenariat avec les services de l'Etat. Tous les membres de l’agence sont des institutions de droit public.
L'ADEUPa est avant tout un outil d'aide à la décision des élus. Pour jouer ce rôle, l'Agence exerce six missions essentielles :
