La Fédération Nationale des Associations Régionales #Hlm est le lieu d’expression où s'exprime l'action territoriale des organismes d'habitat social à travers leurs associations ou unions régionales. Elle assure un lien permanent entre les associations et les unions régionales d'organismes d'habitat social d'une part, et l'Union Sociale pour l'Habitat (USH) et ses fédérations d'autre part. La FNAR favorise notamment la mise en œuvre des complémentarités des différentes familles d’organismes d’habitat social.
Elle représente les associations et les unions régionales auprès des services de l’État, des organismes et des groupements nationaux de collectivités territoriales et d’élus. Son action porte principalement sur les questions de décentralisation, d'habitat, de politique de la ville, de cadre de vie et d'urbanisme.
La FNAR, en collaboration avec les services de l'USH et des fédérations, réalise une animation technique et professionnelle du réseau des permanents des associations et des unions régionales, ainsi que des associations territoriales Hlm qui y sont directement rattachées. Son objectif principal est de favoriser le développement de leur action.
