L’UNOR, l’Union nationale des officiers de réserve et des organisations de réservistes, a été créée en 1921 à Versailles. L’UNOR est une association régie par la loi du 1er juillet 1901, déclarée le 23 mai 1922, reconnue d’utilité publique par décret du 24 février 1967 .
Reconnue d’utilité publique (décret du 24 février 1967, J.O. du 25 février 1967) et de structure interarmées, l’UNOR rassemble environ 15 000 réservistes regroupés en près de 230 associations ou fédérations, apolitiques et non confessionnelles. Ces associations de réservistes sont à caractère national ou territorial. Elles sont rassemblées en un Conseil national.
L’UNOR bénéficie du soutien du ministère des Armées.
Les adhérents des associations nationales appartiennent à une même armée, une même arme, un même service, ou encore à une même spécialité. Les adhérents des associations territoriales relèvent de différentes armées ou services. Ils se réunissent au niveau du département, de la commune et de l’arrondissement.
Ce croisement interarmées de structures nationales et territoriales est une spécificité de l’UNOR. Il constitue une grande force dans le contexte actuel, en permettant de relier tous les aspects des missions des associations.
La présidence et le bureau de l’UNOR sont constitués des présidents des associations nationales et du président des associations territoriales (élu par les associations locales ou régionales) ainsi que de membres élus. Y sont adjoints, au sein du comité opérationnel, les présidents régionaux (régions économiques) qui ont un rôle majeur de coordination des actions menées sur le terrain au profit des armées.
Au-delà de ses activités nationales, l’UNOR et les associations membres participent à des actions internationales, soit en bilatéral, soit dans le cadre de la CIOR (Confédération interalliée des officiers de réserves) et de la CIOMR (Confédération interalliée des officiers médicaux de réserve).
