La Fédération Nationale des SCoT, créée en juin 2010, a pour ambition de regrouper l’ensemble des structures porteuses de Schéma de Cohérence Territoriale (SCoT) avec un objectif double : mettre en réseau, capitaliser les expériences de chacun, et participer activement aux politiques nationales d’aménagement du territoire. Elle est, depuis le 22 avril 2011, présidée par Michel Heinrich, président du syndicat mixte du SCoT des Vosges Centrales, président de la Communauté d'agglomération et ancien maire d'Épinal.
La Fédération nationale des SCoT a pour ambition d’être celle de «tous les SCoT», qu’ils soient ruraux, périurbains ou urbains, qu’ils soient «petits» ou «grands», qu’ils soient portés par des communautés –de communes, d’agglomération ou urbaine– ou par des syndicats mixtes... Ses statuts garantissent une stricte égalité entre les établissements publics adhérents : «un SCoT/une voix». De même, la Fédération s’attache à une stricte «neutralité politique», au service de tous les SCoT.
