Espace 19 est une association de loi 1901, laïque et apolitique fondée en 1979 par des militants sociaux (notamment des conseillères conjugales et familiales) réunis par la volonté de développer des espaces de convivialité.
L'association a vu le jour dans le but de « créer, gérer et animer un ou plusieurs centres d'animation dont l'objectif est d'améliorer les relations humaines et sociales, la vie familiale, la vie culturelle dans le respect de la personnalité de chacun.» (Article 2 des statuts). Le Conseil d'Administration donne délégation à une équipe salariée pour mettre en oeuvre ces missions.
