Le Samusocial de Paris est un Groupement d’Intérêt Public (GIP) dont le mandat - la lutte contre l’exclusion - va des maraudes et du 115 au soin résidentiel, en passant par l’hébergement d’urgence ou hôtelier et l’observation sociale.
En 1993, face à l’augmentation du nombre de personnes sans abri et aux défaillances des dispositifs d’aide, Xavier Emmanuelli propose à Jacques Chirac, alors maire de Paris, de créer un dispositif d'urgence sociale.
Le Samusocial de Paris met en œuvre les politiques publiques de lutte contre l’exclusion, telles que défi nies par le Code de l’action sociale et des familles. En tant qu’acteur de l’urgence sociale au service des personnes et des familles sans abri ou sans logement, il porte les orientations nationales du Plan Logement d’Abord sur le territoire francilien. Engagé dans la lutte contre les inégalités de santé, renforcé par la mesure 27 du Ségur de la Santé, il est partie prenante des politiques sociales municipales, dont le Pacte parisien de lutte contre l’exclusion.
Notre action se structure autour de quatre grandes missions d’intérêt public :
- Proposer un premier contact, une évaluation et une orientation.
- Héberger, loger, soigner et accompagner de manière globale.
- Réguler l’offre et la demande d’hébergement-logement, coordonner et animer le réseau d’acteurs de l’urgence sociale et suivre les parcours des personnes.
- Observer, documenter et porter un plaidoyer pour améliorer la situation du public accompagné.
Les professionnel∙les du Samusocial de Paris luttent quotidiennement contre l’exclusion des personnes et des familles qui sont sans domicile fixe et leur viennent en aide, en évaluant leur situation, puis en leur proposant un hébergement temporaire, des soins, un accompagnement ou une orientation vers un dispositif d’aide adapté à leur situation.
