En 2004, les jeunes adultes résidant dans les ZUS connaissent un taux de chômage deux fois supérieur à la moyenne nationale.
Suite à cette rencontre, Schneider Electric crée le processus 100 Chances 100 Emplois, qui sera expérimenté avec succès en septembre 2004 à Chalon sur Saône.
L’ambition de 100 Chances 100 Emplois est d’atteindre le meilleur niveau d’efficacité (mesuré en nombre d’accès à l’emploi ou à des formations qualifiantes) en proposant un processus simple et donc compréhensible afin que chaque acteur apporte sa plus grande valeur ajoutée.
Ceci passe par quatre actes majeurs :
– Assembler acteurs publics, acteurs de l’emploi et entreprises dans une démarche commune d’insertion,
– Accompagner le jeune adulte (18-30 ans) jusqu’à l’emploi durable,
– Lutter contre la discrimination,
– Fédérer les acteurs autour d’un parcours individualisé.
L’objectif économique et sociétal que vise la dynamique 100 Chances 100 Emplois peut se résumer selon ces trois idées fortes :
– Répondre à des besoins économiques locaux en repérant des potentiels dans les ZUS.
– Promouvoir l’égalité des chances par un parcours personnalisé d’insertion professionnelle.
– S’appuyer sur un partenariat durable entre les acteurs économiques, les acteurs de l’emploi, les responsables associatifs, les services de l’état, les collectivités locales, animé par une entreprise pilote.

L’objectif au terme de cette étape étant l’obtention de CDI, CDD et Intérim supérieurs à 6 mois ou l’obtention d’une formation qualifiante.
