The AI Act represents the first comprehensive legal framework for artificial intelligence, addressing associated risks and obligations for providers.

In line with international developments, the Government is introducing a new foreign investment screening regime in Ireland. The Screening of Third Country Transactions Act 2023 (the “Act”) was signed into law on 31 October 2023 and will commence operation on 6 January 2025.

The Act sets out a framework to enable the Minister for Enterprise, Trade and Employment (the “Minister”) to review, for the first time, transactions involving foreign investment that may impact on security or public order in Ireland. The Act also grants the Minister the power to mitigate the effect of transactions in sensitive sectors identified as problematic or, if necessary, prohibit them outright.

The European Commission’s Digital Operational Resilience Act (DORA) is set to revolutionise ICT risk management for financial entities. Coming into force on January 17 2025, DORA will streamline and enhance existing requirements into a single, comprehensive legislative instrument.

This landmark regulation will impact a broad spectrum of financial entities, including credit institutions, electronic money institutions, investment firms, insurance, and re-insurance undertakings. Notably, it will also bring certain major ICT service providers formally within scope of supervision of the European Supervisory Authorities for the first time.
