Elle constitue une plateforme d'échanges, un centre interdisciplinaire d’expertise, de ressources, d’études, de recherches et d’innovation, de conseils et d’assistance technique.
Elle peut constituer un Observatoire local des Loyers en conformité avec l’article 6 de la Loi n° 2014-366 du 24 mars 2014.
