Die Städte Luxemburg, Metz, Saarbrücken und Trier bilden das grenzüberschreitende Städtenetz QuattroPole. Seit 2000 kooperieren die vier Städte nach der Unterzeichnung einer Absichtserklärung. Um diese Zusammenarbeit zu vertiefen, gründeten die vier Oberbürgermeisterinnen und Oberbürgermeister zusammen mit je zehn Stadtverordneten pro Stadt im Oktober 2014 einen eingetragenen Verein nach deutschem Recht.
