Créé en 1985, le réseau regroupe aujourd'hui 222 plateformes sur l'ensemble du territoire. Afin de réaliser au mieux ses missions, l'Association fédère autour d'elle des acteurs publics (État, collectivités locales et territoriales...) et privés (entreprises, expert-comptable et banques...), les assemblées consulaires et des réseaux d'experts.
Elle s'appuie également sur des équipes permanentes et sur des bénévoles qui apportent à la fois leur compétence et leur engagement.
Son action de soutien financier à la création d'entreprises repose sur un triple constat sur les difficultés rencontrées par les créateurs :
